WhatsApp Business app vs the WhatsApp Business API: the differences and when you can use both

Meta sells two business tools on WhatsApp: the WhatsApp Business app and the WhatsApp Business Platform, which is what people mean by the API. They look similar to a customer and work very differently for the business. This guide sets out what Meta's own pages say about each, what happens if you try to use both on one number, and where Meta's pages leave you to ask.

The short version, in Meta's words

Meta's Business Help Centre says the WhatsApp Business app is intended for small businesses whose primary need is to communicate with customers one to one through the mobile app. It says the WhatsApp Business Platform lets businesses integrate WhatsApp directly with their own applications and workflows, to connect with customers at large scale.

The same page says a business on the platform can connect thousands of agents and bots to talk to customers programmatically, and can link the platform to backend systems such as a CRM and marketing tools.

What the Business app gives you

Meta describes it as free to download and built with the small business owner in mind. It names four things the app lets you do:

  1. Create a catalogue to show your products and services.
  2. Use quick replies and away messages to answer faster.
  3. Sort and answer messages with labels.
  4. Create a business profile with helpful information.

Meta's onboarding page adds that you can link up to four WhatsApp "companion" devices to a Business app account.

What the Platform gives you

The Platform's Cloud API is hosted by Meta, and businesses build their own messaging experiences on it, or use a provider that has. Meta's messaging policy sets the ground rules that apply to it:

  1. You may only start a conversation with an approved message template. Meta can review, pause or reject any template.
  2. You may reply without a template while the 24-hour customer service window is open. The window opens, and restarts, each time the person writes to you. Outside it, only approved templates.
  3. You may use automation inside the window, but must also offer a prompt, clear way to reach a person: a human agent in the chat, a phone number, an email, web support, an in-store visit or a support form.

  1. Made for. App: one-to-one chats from a phone for a small business. Platform: integration, scale, many agents and bots.
  2. Where you use it. App: the mobile app, plus up to four linked devices. Platform: your own software, or a provider's dashboard.
  3. Starting a conversation. App: the pages we read mention no template rule. Platform: an approved template, or a reply inside the 24-hour window.
  4. Cost. App: free to download. Platform: charged per message.
  5. Catalogue, labels, quick replies, away messages, calling, groups. App: built in. Platform: Meta's onboarding table marks these as "not supported" for a number used with both. Meta's other pages show the Platform has its own versions of some of them: see "Where Meta's pages differ" below.
  6. Regulated goods and services (alcohol, over-the-counter drugs and some others where Meta allows them). App: Meta's policy says you must not message about them on the Business app. Platform: allowed in the countries Meta lists, under conditions.

Can you use both on one number?

Meta calls it coexistence, though its developer page notes this is a name used in support channels. A business that already uses the Business app can connect that number to the Platform through Meta's Embedded Signup and keep using the app for one-to-one chats, with history kept in step between the two.

Meta lists conditions. The business needs Business app version 2.24.17 or higher. The company offering the API must already be a Solution Partner or a Tech Provider and must have built support for it. And Meta says some things change:

  1. Throughput on such a number is fixed at 20 messages a second, to stay compatible with the app. Meta's ordinary default for a Cloud API number is 80 a second.
  2. Only the most recent 6 months of one-to-one chats can be synchronised, and contacts with a WhatsApp number.
  3. Group chats are not synchronised and are not supported on the Cloud API.
  4. Broadcast lists are disabled: you cannot create new ones, and existing ones become read-only. Disappearing messages, view-once messages and live location are turned off for one-to-one chats.
  5. Meta's table marks voice and video calls, catalogue and other business tools, quick replies, greeting and away messages, labels, the business profile and Channels as "not supported" on the Cloud API.
  6. Every companion device is unlinked when you onboard. You can link supported ones again; WhatsApp for Windows and for WearOS are not supported.

On cost, Meta says that after onboarding, messages you send from the Business app stay free, while messages sent through the Cloud API follow Cloud API pricing. Meta also says the 24-hour window applies only to messages sent through the Cloud API; messages sent from the app do not start, extend or change it.

Meta says a number connected this way can disconnect if the main phone is inactive for about 14 days, or a linked device for about 30 days, or if the business registers the number with the ordinary WhatsApp app.

Where Meta's pages differ

That table reads as a list of what the Business app has that the Cloud API does not carry over. Other Meta pages show that the Platform has its own versions of several of them, so read "not supported" as "not the app's version", and check each one with your provider.

  1. Calls: the onboarding table says voice and video calls are not supported on the Cloud API, but Meta's page on service messages lists an interactive voice-call message that lets a customer start a WhatsApp call from a chat.
  2. Catalogues: the table says business tools such as a catalogue are not supported, but Meta's Help Centre says you can connect a catalogue to your WhatsApp Business account to send single-product and multi-product messages.
  3. Business profile: the table lists the business profile as not supported, but Meta's phone-numbers page describes business profiles as part of a Platform number, with an address, website and description.

Meta does not explain these differences on either page.

What if the number is not a Business app number?

Meta's page on business phone numbers (updated 21 May 2026) says a number already in use with WhatsApp cannot be registered unless it is deleted from WhatsApp first, and that a registered number cannot be used with the ordinary WhatsApp Messenger app, though it can still make calls and receive texts.

That page does not mention the Business-app option described above. We read the two as covering different cases, an ordinary WhatsApp number and a Business app number, but Meta does not say so in one place. So before you move a number you use today, ask your provider in writing which of the two it supports, and what happens to your chats.

Which one fits

Going by what Meta describes:

  1. If one person answers customers from a phone and there is no need for a team inbox, bulk sending, bots or software, the Business app is what Meta points small businesses to.
  2. If several people must answer from one number, if you send campaigns, if you need automation, or if software such as billing or a CRM has to send or read messages, you need the Platform.
  3. If you want the Platform but your team still wants to chat from the phone, coexistence is the route Meta describes, with the limits above, if your provider supports it.

What VartaAPI does, and what it does not

VartaAPI is a Meta Tech Provider: you connect a number to Meta's official platform and the Meta account stays yours. Today VartaAPI's sign-up uses Meta's standard flow and does not switch on the option to keep a Business app number working alongside the API, so connecting a number through VartaAPI should be treated as moving it to the API. If you need coexistence, ask us before you connect.
